Změny v komerčním pojištění cizinců s dlouhodobým pobytem v ČR. Changes in the conditions of commercial insurance for foreigners residing in the Czech Republic.
Od 2. srpna se mění podmínky komerčního pojištění cizinců pobývajících v ČR. Změny se netýkají cizinců, kteří jsou pojištěni v systému veřejného zdravotního pojištění v ČR.
Podle novely zákona č. 326/1999 Sb., o pobytu cizinců, s účinností od 2. srpna 2021 platí, že cizinci, kteří nemohou být účastni systému veřejného zdravotního pojištění v ČR, uzavírají pro účely pobytu na území ČR, tzv. cestovní zdravotní pojištění v rozsahu komplexní zdravotní péče (dále jen „komplexní zdravotní pojištění“) výhradně u komerční Pojišťovny VZP, a.s.
V případě, že jste zdravotně pojištěn u Zdravotní pojišťovny ministerstva vnitra ČR (dále jen „ZP MV ČR“) a jste účastníkem veřejného zdravotního pojištění v ČR, tak se Vás změny s účinností dané novely netýkají.
Novelou se mění podmínky zdravotního pojištění pouze pro ty cizí státní příslušníky, kteří podle současně platné legislativy nemohou být zdravotně pojištěni stejně jako občané ČR u některé ze zdejších sedmi zdravotních pojišťoven, tj. nejsou účastníky veřejného zdravotního pojištění v naší zemi, a jsou povinni dokládat komplexní zdravotní pojištění pro účely pobytového oprávnění v ČR.
Tento druh pojištění bude sjednávat výhradně Pojišťovna VZP, a.s. přičemž platí, že všechny smlouvy uzavřené před datem účinnosti změny zákona, tj. i smlouvy uzavřené s jinou komerční pojišťovnou, zůstávají v platnosti až do jejich vypršení.

As of 2 August, the conditions of commercial insurance for foreigners residing in the Czech Republic will change. The changes do not apply to foreigners who are insured within the public health insurance system in the Czech Republic.
Pursuant to the amendment to Act No. 326/1999 Coll., on the Residence of Foreigners, effective from 2 August 2021, foreigners who cannot participate in the public health insurance system in the Czech Republic shall, for the purposes of their stay in the Czech Republic, take out travel health insurance in the scope of comprehensive healthcare (hereinafter "comprehensive health insurance") exclusively with the commercial insurance company VZP, a.s.
If you are insured with the Health Insurance Company of the Ministry of the Interior of the Czech Republic (hereinafter "ZP MV ČR") and you are a participant in public health insurance in the Czech Republic, you are not affected by the changes arising with the effectiveness of the amendment.
The amendment changes the conditions of health insurance only for those foreign nationals who, according to currently valid legislation, cannot be insured in the same way as Czech citizens with one of the seven local health insurance companies, i.e. they are not participants in public health insurance in our country and are obliged to provide proof of comprehensive health insurance for the purposes of their residence permit in the Czech Republic.
This type of insurance will be arranged exclusively by Pojišt'ovna VZP, a.s., while all contracts concluded before the effective date of the change in the law, i.e. also contracts concluded with another commercial insurance company, remain valid until their expiry.
